The Department of Political Analysis and Planning is part of the Prime Minister Chancellary, in accordance with Prime Minister Decision no. 379/2005.
The Department is aimed at promoting and supporting the strategy of the Government in the field of the partnership with non-governmental organisations, to insure the transparency of governmental actions and the dialogue of the Prime Minister with political parties and bodies, with non-governmental organisations with political influence (influence groups, lobbying), and with the civil society.
The relation with the political environment is based on the analysing and processing of social data, evaluations, statistics and electoral results, in order to identify issues and trends within the social and political environment. Political social participants or those with political influence couch appeals, demands or various issues.
The partnership with the associative environment represents an important objective of the Department. In order fulfil it, the Department will concentrate on the one hand, on the relation with the
civil society, and with the relation between various central and local administrative structures.
Starting from the analysis and the processing of information concerning the relation between the Government and the associative environment, the Department will undertake actions aimed at:
· Professional training, at the level of all administrative structures, for public servants involved in insuring the implication of the civil society within the consultative process concerning public policies (for sectors and cross-sector, national or local).
· Elaborating and coordinating specific programmes having as partners administration structures, Romanian and/or foreign associations and foundations.
· Monitoring the actual implementation of norms referring to the associative sector, in collaboration with homologous administrative structures.
· Participating in normalising and enhancing the legislative framework regulating the associative life, in accordance with the available information, with the demands and the observations of partner associations or of other concerned governmental structures.
· Assisting in the organisation and the functioning of dialogue and consulting structures between the administration and non-governmental at a central and local level.
· Informing the associative sector on governmental programmes and actions concerning financing and domestic and international partnerships, which can present interest.
The partnership with the political and associative environment is a necessary condition in implementing and enhancing governmental policies. This is the reason why the Department is aimed as an active mediator between the public administration, non-governmental organisations and political groups or groups with political influence.
Under this respect, a continuous effort will be undertaken in order to enhance the professional training of the public servants and of the legislative framework concerning the associative environment.
