Department for Institutional and Social Analysis
The Governing program for 2001-2004 covers the array
of actions and measures meant to enforce the electoral offer made
by PSD (the leading governing party) on the November 2000 Parliamentary
and Presidential elections.
This program was elaborated based on the complex analysis
of the economic, social and political situation in Romania, as well
as of the European and world background against which the program
was going to be implemented.
The strategic target of the Governing Program in the
field of ICT is to set in place the lasting prerequisites for the
implementation of the "information-oriented society",
by re-launching the process of privatization, liberalization and
development of the respective sectors.
In this respect, the program envisages the following:
- promote and support an open and competition-oriented
market for services of communications and IT, able to provide
good-quality services at convenient tariffs;
- narrow down the technological gap and catching
up with the EU and international legislation, by developing new
technologies and services, so that the consumers and operators
may enjoy a homogenous, non-discriminatory treatment open to competition
- develop the Internet platforms and technologies
towards the building of a digital economy at a national
level.
In 1999 the Romanian Government
decided the allocation of a part from the PIBL (Private Sector Institutional
Building Loan - World Bank) funds to the Romania
Gateway project (USD200,000). In 2001, following the negations
with the World Bank, the contribution was raised at USD500,000.
The support offered by the Romanian
Government to the project contributed to a better image of
the project among the other organizations (business and NGOs).
The Romanian Government
decided to become partner in the new organization and to continuously
support its future activities. As its contribution for the new association,
the Government
offered the space, which was requested by the Romanian legislation
for registering the association. The space is situated in a central
area of the city of Bucharest and the monthly rent is very low compared
to the market.

Civil Society Development Foundation
Civil Society Development Foundation
(CSDF) is a legally established Romanian non-governmental
organization, founded in December 1994. Its mission is to support
the development of the organizations in civil society. CSDF
promotes the active involvement of individuals in their communities
and encourages the efforts of non-profit organizations to improve
the quality of life and to strengthen democracy in Romania.
CSDF's activities are
aimed at non-governmental organizations (NGOs), which in the vision
of CSDF are representing the interests
of a variety of citizens, expressing their concerns and offering
an effective alternative to the services currently provided by the
state and the business sector. Yet, in equal measure, CSDF
serves other groups, such as labor unions, political parties, public
administration, the mass media, and the citizen.
Having administered over 5 million Euros over a period
of four years, CSDF has extensive
experience in running grant aid programs. CSDF
has managed grant aid programs for the Phare Program for Civil Society
Development and the Charity Know How Fund. The organization provided
technical assistance for the management of the following grants
programmes: The European Initiative for Democracy and Human Rights,
The European Culture Fund for Romania-Euroart, the Phare Human Resources
Development Programe - PROGRES, the Romania Development Gateway

CSDF's objective is

Open Society Foundation
The Open Society Foundation
Romania is a non-governmental, non-profit and apolitical
organization promoting the value of an open society in Romania.
The Foundation was established in
1990 by philanthropist George Soros, as a response to the necessities
born out of the transition process towards a democratic system.
Through its programs, the Foundation
supports the development of democratic institutions, respect for
human and minority rights, and pluralism within the political public
space. The Foundation's policy is to support the reform of public
policies in all essential areas and to actively contribute to the
integration into the European structures.
The new approach of Open Society
Foundation for 2001 consists in a series of initiatives aimed
to enhancing the appeal of the EU integration trend.
The Open Society Foundation
Romania is part of the Soros Foundations network, a virtual
network of twelve independent organizations. Acting as a pivotal
point and resource center for all the other members of Soros Network,
the Open Society Foundation provides
organizations with financial support, administrative services and
information.
An initiative of Open Society
Foundation Romania, "Civil Networking and ICT Support"
was launched in April 2001. This program aims to promote the access
of civil society organizations to information and to consolidate
the capacity of these organizations to provide their own information.
The program will be focused on supplying IT support (software, Internet
access, training) to NGOs.
